"It also declared that the pope could not complain of any essential violation of the Concordat, that, when he advanced his temporal spoliation, as one reason for his refusal to institute the bishops canonically, he was confounding the temporal order with the spiritual, that the temporal sovereignty was only an accessory of the papal authority, that the invasion of Rome was not a violation of the Concordat, and that the national council would interpose an appeal from the Bull of Excommunication either to the general council or to the pope better informed."
