What is gerrymandering? It’s the manipulation of electoral district boundaries to favor one political party over another, and it’s not just theory & it’s happening now. In Texas redistricting, this tactic is front and center as lawmakers battle over how to redraw maps before the 2026 midterms.

Recently, over 50 Democratic legislators fled the state to block a quorum and stall a GOP-backed map. In response, Governor Greg Abbott threatened arrests, fines and even expulsion from office illustrating just how high the political stakes have become.

At its most basic, what is gerrymandering? It’s the deliberate redrawing of legislative or congressional district lines to give one party a voting advantage even if they didn’t win the majority.

In practice, it often means packing opposition voters into a tiny number of districts or splitting them up to dilute their voice and while these techniques have existed for over two centuries, they remain relevant today.

What’s Happening in Texas Redistricting Right Now

Every 10 years, after the census, states redraw political boundaries. In Texas, Republicans recently pressed for a mid-decade redraw to create five additional GOP-leaning congressional seats.

To block the effort, many Texas Democrats fled across state lines some to Illinois, New York and Chicago to deny the legislature a quorum and halt votes.

At the same time, Gov. Abbott ordered the arrest of absent lawmakers, threatened fines up to $500 a day and suggested removal from office for refusing to return.

Why This Texas Redistricting Fight Hits So Deep

This isn’t just about drawing new maps. It’s about who has political power. Even though Texas’s population has grown increasingly diverse especially among Latino and Black communities critics say the new maps lock in GOP advantage and limit minority representation.

Texas Democrats argue this is classic gerrymandering. To counter it, they walked out and called on blue-state governors like California’s Kemp and New York’s Hochul to support them. California even proposed counter-redistricting measures.

Tactics Democrats Used: What Is Gerrymandering in Action?

Historically, gerrymanderers apply two main tactics:

  • Cracking: Diluting the voting strength of a group by spreading them thin across many districts
  • Packing: Packing opposition voters into fewer districts to waste votes

By blocking the special session, Texas Democrats hoped to stall the legislative process and push for fairer mapmaking. However, Republicans pushed ahead with civil arrest warrants, fines and even talks of replacing absent lawmakers.

Each time, these dramatic moves drew public attention and triggered court reviews. The current cycle continues that legacy with legal and political fights far from over.

Some states use independent commissions to redraw maps free of political influence. Texas, however, is firmly led by legislators. Abbott’s aggressive enforcement tactics make it clear the GOP wants to proceed with or without cooperation.

Still, lawsuits, public pressure, and federal oversight remain routes to challenge unfair maps. The more people understand what is gerrymandering and how Texas redistricting plays out, the more pressure builds for reform.
